Hopes Portage is Open!

The CAP Agency is thrilled to celebrate the opening of Hopes Portage, a new transitional housing community made possible through partnership with Scott County, Scott County CDA, and Shepherd of the Lake Lutheran Church.  

This project brings together shared compassion and community spirit. Scott County leads the effort as the facility’s owner and operator, ensuring families have a safe place to call home. We’re also deeply grateful to Shepherd of the Lake, whose ongoing hospitality—including a stocked food pantry, welcome supply packs, and community building events—will help residents feel supported from day one. 

The CAP Agency will provide case management and wraparound services to help families build stability, confidence, and a brighter future. 

Hopes Portage is more than housing—it’s hope, community, and a fresh start.
